She is one of my favorite Batman Beyond villains. They really didn't get to develop her as well as other villains though, which was sad.

She got more development than almost every other Batman Beyond villain combined, and only Blight got more than her (though it's a shame he got killed off).

We don't know if Blight really died. They did say his remains weren't found. And while Inque did get a lot of development, it didn't feel like enough. I felt like 10 from the Royal Flush Gang got more development than her in that sense. Still love Inque though. She's like Terry!Batman's Poison Ivy in a way where 10 is his Selina Kyle.

Regardless, Blight never appeared again after his "death", and (if I recall right) Ten was written out of the show by having her choose a normal life over all the masks-and-capes drama.

Yeah. I think they're mentioned as being part of a different continuity from the DCAU, but I'll still take whatever I can. Blight's return felt anti-climatic, but at least Inque got a more concrete origin after what vague hints were dropped in Inqueling.

I'm still waiting for a solid conclusion on Inque's story, though. In her last major appearence, both she and her daughter were dying, and I wonder what will happen next regarding them.
